Plan departmental/functional training budgets, forecast costs and delegate numbers as required by organizational planning and budgeting systems.
Plan, develop and implement strategy for competitors’ training and development, establish and maintain appropriate systems for assessment and measurement of training and development achievements.
Assess relevant training needs for competitors in consultation with Technical Committees and external Experts in order to identify all necessary aspects and needs of competitors’ training and development.
Monitor measure and report on competitors training and development plans and achievements within agreed formats and timescales.
Maintain constant updates on relevant skills and qualifications levels required by competitors for effective performance, and circulate requirements and relevant information to the Skills Competition Section as appropriate.
Produce organizational strategy and plans to meet training and development needs, and manage training delivery, measurement and follow-up as necessary.
Design training courses and programs necessary to meet training needs, or manage this activity via external provider(s).
Identify, select and manage external training and accreditation bodies, agencies and providers necessary to deliver required training to appropriate standards.
Organize training venues, logistics, transport, accommodation as required to achieve efficient training attendance and delivery.
Arrange for the maintenance of all necessary equipments and materials relating to the effective delivery and measurement of training.
Recruit, manage and develop direct-reporting staff (if applicable).
Ensure all training activities and materials meet with relevant organizational and statutory policies, including health and safety, employment and equality laws.
Monitor and report on activities, costs, performance, etc, as required.
Report to the President of Emirates Skills.
Sound knowledge of national and international education and training systems and recognition issues, including in particular vocational education and training.
Sound knowledge of the issues associated with interrelationships with the labour market, the national economy, and general sectoral and community issues.
Demonstrated ability to work with others to develop creative solutions to complex problems.
Demonstrated personal drive and integrity, the ability to self-manage and the capacity to identify and effectively manage risks associated with change.
High level oral and written communication, interpersonal and representational skills, and a proven ability to use these skills to prepare and present clear, concise, high quality advice.
Highly developed leadership and effective management skills, with capacity to initiate, implement and sustain improvements within a team environment, as well as the ability to work flexibly and cooperatively as a member of a team.
Highly developed organisational skills, including the ability to manage priorities and meet tight deadlines.
Education Bachelor's degree
